Subject: Submission of Annual Campus Security and Fire Safety Reports

Under the Department’s regulations at 34 CFR 668.41(e), all institutions are required to submit to the Department an Annual Campus Security Report (Clery Act Reporting) and, if the institution maintains any on-campus student housing facilities, an Annual Fire Safety Report. This year the deadline for institutions to submit these reports to the Department is today, October 16. However, because the Federal government is currently shut down due to a lapse in appropriations, the Department’s reporting system ( is not operational and institutions are not able to submit their reports. For this reason, institutions are not required to submit their Campus Security and Fire Safety reports at this time. Once the government reopens and the systems are up and running, we will provide further guidance to institutions regarding a new deadline for the required electronic submissions.

Some institutions have submitted reports outside of the established electronic process (e.g., paper reports, attachments to emails). Please do not submit the reports in an alternative format. After the government reopens we will ask these institutions to resubmit their reports using the established electronic process.

This delay in electronic reporting to the Department has no effect on the institution’s responsibility under the Clery Act to provide the Annual Security Report and Fire Safety Report to its students and employees. Under 34 CFR 668.41(e), those reports must be provided to students and employees by October 1 of each year. The Department will continue to enforce this deadline.
