Subject: 2012-2013 Supplemental Campus-Based Awards

Each year prior to September 30th, we use information collected on the Campus-Based Reallocation Form (ED Form E40-4P) to reallocate unexpended Federal Supplemental Educational Opportunity Grant (FSEOG), Federal Work-Study (FWS), and Federal Perkins Loan (Perkins Loan) program funds from the previous award year as supplemental allocations for the current award year. (See June 20, 2012 Electronic Announcement: 2011-2012 Campus-Based Reallocation Form and Process.) Accordingly, we will distribute the supplemental Campus-Based awards for the 2012-2013 Award Year to schools that meet the required conditions for receipt of such funds.

The information below explains how the 2012-2013 supplemental award funds for each Campus-Based program were distributed and how schools will be notified of the supplemental awards.

Note: Other than funds distributed through the supplemental process, we do not anticipate that any additional unexpended Campus-Based funds from the previous award year will become available for the 2012-2013 Award Year.

Distribution of Supplemental Campus-Based Awards

Supplemental Campus-Based awards will be distributed in accordance with sections 413D(d), 442(d), and 462(i) of the Higher Education Act of 1965, as amended, and the regulations at 34 CFR 673.4. In addition, a school must qualify for at least a minimum supplemental allocation of $1,000 in a program to receive funds for that program.

Supplemental Perkins Loan funds will not be awarded:

Because there were no new Perkins Loan funds appropriated for the 2011-2012 Award Year, there will be no Perkins Loan funds available to be awarded for the 2012-2013 Award Year through the supplemental award process.

Supplemental FSEOG funds will be awarded to participating schools as follows:

We will award 100 percent of the available FSEOG funds to schools with a 2012-2013 fair share shortfall (final funding worksheet for FSEOG, line 25).

Supplemental FWS funds will be awarded to participating schools as follows:

We will award 100 percent of the available FWS funds to schools with a 2012-2013 fair share shortfall (final funding worksheet for FWS, line 28) that:

  1. Indicated on line 4 of the Campus-Based Reallocation Form (ED Form E40-4P) that they spent at least five percent of their total 2011-2012 FWS funds to compensate students employed as reading tutors of children or in family literacy activities as part of their community service activities; and
  2. Requested a supplemental 2012-2013 FWS allocation on line 5 of the Campus-Based Reallocation Form (ED Form E40-4P) to compensate students employed in community service jobs during the 2012-2013 Award Year (and not for any other purpose).

Note: We will verify that a school did spend at least five percent of its total 2011-2012 FWS allocation to compensate students employed as reading tutors of children or in family literacy activities as part of its community service activities when we receive the school's Fiscal Operations Report and Application to Participate (FISAP) due October 1, 2012. If a school received supplemental FWS funds for which it was not entitled, those funds will be deobligated.

Notification of Supplemental Campus-Based Awards

In September 2012, we will notify your school by e-mail if it received a supplemental award of Campus-Based funds. We will send this e-mail to your school's Financial Aid Administrator, as provided in your school's most recently submitted FISAP or as updated via the "Contact Info" page on the eCB Web site.

In the e-mail, we will inform your school that we have determined its supplemental funding for the 2012-2013 Award Year and that your school's Statement of Account on the eCB Web site reflects the supplemental award amount.

To access your school's Statement of Account, log in to the eCB Web site, select the "Self-Service" link from the top navigation bar, and scroll to the "Campus-Based Notifications for All Available Award Years" section. Then, scroll to the "Statement of Account" bullet and click on the "2012-2013" link next to it.
