Subject: Final Form, Instructions, Desk Reference and Technical Reference for FISAP Due by October 1, 2012

We are pleased to announce that the Fiscal Operations Report for 2011-2012 and Application to Participate for 2013-2014 (FISAP) has been approved by the Office of Management and Budget (OMB). We have posted the FISAP form, instructions, and the Desk Reference to the Information for Financial Aid Professionals (IFAP) Web site. The FISAP will be available on the e-Campus Based (eCB) Web site by August 1, 2012.

As announced in the Notice of the 2012-2013 Award Year Deadline Dates for the Campus-Based Programs published in the Federal Register on January 30, 2012 (77 FR 4547),the date by which a school must submit the FISAP and the required Signature Pages is Monday, October 1, 2012.

In addition, we are pleased to announce the posting of the Technical Reference for the 2013-2014 FISAP. This document provides technical specifications and record layouts for schools or other organizations that wish to design custom software systems to interface with the U.S. Department of Education’s FISAP on the Web process.

These documents and the reminders below will assist schools in completing the FISAP.

Changes to the FISAP Form

The award year and date references have been updated. In addition, due to the expiration of the Academic Competitiveness Grant (ACG) and National Science and Mathematics Access to Retain Talent (National SMART) Grant programs, lines 23(a), 23(b), and 23(c) have been removed from Part II, Section E. Line 23 in that section has been changed to collect only Pell Grant Expenditures for the 2011-2012 Award Year.

Changes to the FISAP Instructions

The award year and date references as well as the references to the Federal Student Aid (FSA) Handbook have been updated. Additional clarifications have been added to the text of the following sections:

  • Corrected the CPS/SAIG Technical Support telephone number, page iv

  • Clarified the procedures for correcting a FISAP after the December 15th deadline, page iv

  • Updated the Electronic Announcement reference for information about withdrawing from the Federal Perkins Loan program, page II-1 and page II-2

  • Added the Web site reference for Title III/V Eligibility information, page II-3

  • Added a note concerning explanation of full-time and less than full-time enrollment status, pages II-4, VI-1 and VI-4

  • Removed references to the ACG and National SMART Grant programs, pages II-6 and II-7, III-2, and III-23

  • Removed references to Leveraging Educational Assistance Partnership (LEAP) and Special Leveraging Educational Assistance Partnership (SLEAP) (because they are not currently funded), page II-8

  • Updated instructions for using EDExpress software to access the FISAP Eligible Dependent and Eligible Independent student reports that list students by income range and enrollment status, pages II-10 and II-11

  • Updated the reference to National Student Loan Data System (NSLDS) Reference Materials, page III-2

  • Added an explanatory note concerning school purchases of Federal Perkins Loans during the Perkins Loan portfolio liquidation process, page III-4

  • Added an explanatory process, page III-4

  • Added an explanatory ral Perkins Loan cancellation reimbursement, page III-13

  • Updated Disability Discharge and Veterans Administration Disability Discharge contact information, pages III-18 and III-24

  • Added an explanatory note concerning transferring FWS funds into the Federal Perkins Loan fund, pages III-20 and V-2

  • Added an explanatory note concerning transferring of FSEOG funds to FWS, page IV-2

  • Added an explanatory note concerning transferring FWS to FSEOG or Perkins, page V-2

Changes to the Technical Reference

No new fields have been added to the FISAP; however, two fields have been deleted. We have made some minor text modifications and updated date references. Field numbering has been revised to reflect the deletion of fields.

  • Field 73 - Part II, Section E, Field 23: Because ACG and National SMART Grants are no longer available, fields 74 and 75 (formerly Part II, Section E, Fields 23(b) and 23(c) on the FISAP) have been removed, and field 73 has been relabeled to “Total Federal Pell Grants expenditures for the 2011-2012 Award Year.”

  • Field 74 – Removed; field numbering has been revised

  • Field 75 – Removed; field numbering has been revised

Additionally, entry edit information has been added to the following fields: 31, 32, 33, 34, 36, 74, 75, 343, and 345.

Important Reminders:

  1. All schools that wish to request funding under the campus-based programs for the 2013-2014 Award Year, and all schools that had campus-based expenditures for the 2011-2012 Award Year, are required to electronically submit a FISAP via the eCB Web site. The eCB Web site allows a school to complete and submit its FISAP online, receive real-time validation edits, and access prior-year data to assist in completing the FISAP.

  2. The deadline for the electronic submission of the FISAP is 11:59 P.M. (ET) on October 1, 2012. Transmissions must be completed and accepted by 12:00 midnight.

  3. Some schools have reported printing issues when attempting to print the Working Copy or Final Copy of the FISAP in PDF format. Updating the Adobe Reader plug-in often resolves this issue. Instructions to do this are available through the PDF Printing Solution link at the top of the Self-Service page within the eCB system. An alternate solution is to use the Multi-Print function to view and print an HTML version of the FISAP. The Multi-Print function is also available on the Self-service page.
