Subject: Publication of Federal Pell Grant Interim Final Rule

On May 2, 2012, the Secretary published in the Federal Register an and request for comments for the Federal Pell Grant Program (77 FR 25893) .

The Secretary is amending certain sections of the Federal Pell Grant regulations because there is no longer an opportunity for a student to receive a second Federal Pell Grant Scheduled Award. Of immediate interest to institutions is the elimination of the previous regulatory requirement that, for payment periods that cross-over two award years (e.g., summer), the institution must “assign the payment period to the award year in which the student receives the greater payment”.

The changes made to the regulations by this Interim Final Rule are effective May 2, 2012.

Although the Secretary has decided to issue these interim final regulations without first publishing proposed regulations for public comment, we are interested in whether you think we should make any changes to these regulations. We invite your comments and will consider them in determining whether to revise these interim final regulations. Comments must be received no later than June 18, 2012.
