POSITION TITLE: Management and Program Analyst

Federal Student Aid (FSA) is responsible for administering all aspects of the operations for the student financial assistance programs authorized under Title IV of the Higher Education Act. The Program Compliance office is responsible for administering a program of monitoring and oversight of the institutions, guaranty agencies, lenders, and servicers participating in the Department's Title IV programs.
The Performance Improvement and Procedures Branch (PIPB) provide support to the School Eligibility Channel (SEC) and the Financial Partner Eligibility & Oversight (FPEO) through the development and review of policy, procedure development and refinement, training, and resolution of difficult matters. Specific PIPB responsibilities include the following: serves as a liaison to Federal Student Aid's policy organization to provide recommendations for policy development and communicating policy decisions back to Program Compliance; in partnership with Federal Student Aid's policy organization, represents Program Compliance in addressing regulatory and statuary changes with the Office of Postsecondary Education; conducts quality assurance evaluations to determine the effectiveness of SEC and FPEO procedures; assists SEC and FPEO in drafting, refining, and communicating changes in business process procedures; coordinates with IPM (Integrated Partner Management) in the development of systems and training of SEC and FPEO staff in the use of program compliance automated systems; and reviews and evaluates programmatic publications for consistency with established policies and procedures (e.g., Federal Student Aid Handbook, Audit Guide, Federal Student Aid Coach, Blue Book, etc.).
This is an advanced developmental position performing analysis and advisory assignments related to the effectiveness of government programs and/or the efficiency of the management of government operations.
KEY REQUIREMENTS:

Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement;
Develops new methods, organizational structures, and management processes;
Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
Develops and evaluates technical skills development and updating sessions for case management staff; conducts skills needs assessment; and identifies resources and instructors, and works with them to design training materials and curriculum.
Performs other related duties as assigned
SELECTIVE FACTOR:
You must have experience working with legislation regulations and policies for the Title IV, Federal Student Aid Programs.

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. This experience must be equivalent to the GS-11 level in the Federal government.
Examples of such experience may include identifying procedural problems in program operations using qualitative or quantitative methods; conducting studies on operating programs; studying proposed legislation or regulations for their impact on programs; researching current or new management practices for their application to programs and operations; and making improvement recommendations in reports.
