Subject: Information about Teacher Cancellation Low-Income Directory Updates
This announcement is to provide schools with information that we e-mail to state and territorial education agencies soliciting the submission of updated lists of low-income schools and educational service agencies for inclusion in the Directory of Designated Low-Income Schools for Teacher Cancellation Benefits. This directory is also known as the Teacher Cancellation Low-Income Directory (TCLI Directory) and is available at https://www.tcli.ed.gov/. The Web site is now available to accept listings for the 2010-2011 school year as well as any changes to prior years, as appropriate.
The list of schools and educational service agencies that serve low-income families in the TCLI Directory qualifies teachers for loan cancellation under the Federal Perkins Loan (Perkins Loan) Program, the Federal Family Education Loan (FFEL) Program, and the William D. Ford Federal Direct Loan (Direct Loan) Program. This list also satisfies certain aspects of the teaching obligation in the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program that a teacher must meet in order to satisfy his or her Agreement to Serve. If a state does not update its list of low-income schools, Perkins Loan, FFEL, and Direct Loan borrowers and TEACH Grant recipients who teach in the state may not receive federal program benefits to which they may be entitled. Note: This cancellation provision is different from the Perkins Loan teacher cancellation provisions that apply to borrowers teaching in state-designated teacher shortage areas. The Department of Education provides authorized state officials with the ability to electronically update the list of schools and educational service agencies that serve low-income families at any time. Although authorized state officials are the only ones who can use the "Login" button to update the information, the TCLI Directory may be searched by anyone (including post-secondary schools, loan holders and the public) by using the "Search" button on the home page. Important: In order to maximize performance and improve search results and response times, schools, borrower, and TEACH Grant recipients should perform searches by state and the pertinent school year.

Note that many states do not update the award year information until elementary and secondary school enrollments are final. The state contact should be able to advise when the applicable updates will be available.
