Subject: URGENT URGENT - ARRA FWS Reporting Required
Issue:
On April 12, 2010 we posted an Electronic Announcement informing schools that the deadline for reporting activity related to 2009-2010 FWS awards that included ARRA funds was extended from April 10 to April 16. It is important that all schools that are required to report do so by that deadline. To emphasize the importance of this requirement, we have attached to this announcement a copy of a directive from President Obama to all Federal agency heads on this issue. As noted, in the April 12 announcement failure to report could result in sanctions being imposed by the Department. The URL for the reporting Web site is https://www.federalreporting.gov.
What Schools Are Required to Report?:
All schools that received, as part of their 2009-2010 FWS Federal allocation, ARRA funds of at least $25,000 are required to report. You can determine if you are such a school by referring to the last column of the attached Excel worksheet.
We have determined that schools fall into one of the following groups.
1. Previously Submitted “Final Report”
Schools that had submitted a report for the quarter ending either September 30, 2009 or for the quarter ending December 31, 2009 that was marked as a Final Report in Field #3 because Field #28 Total ARRA Expenditures equaled the full amount of the ARRA portion of the school’s 2009-2010 ARRA FWS award (Field #10) are not required to report. Reporting for these schools is complete.
2. Full Amount of ARRA Award Drawndown by December 31, 2010 But Not Submitted as “Final Report”
Any school that had drawndown from the Department’s G5 system by December 31, a cumulative amount of 2009-2010 FWS award that equaled or exceeded its ARRA award amount (Reporting Fields #10 and #28 are equal) but did not mark its December report as “final” must submit a March 31 report, by rolling over the values of Reporting Fields #10 and #28 AND indicating ‘Yes’ for the Final Report Field #3. Since a school in this group would not have drawndown any ARRA funds for the quarter ending March 31, the Number of Jobs field (Reporting Field #24) should be set to zero. Reporting for these schools will then be complete and there will be no requirement to report at the end of the quarter ending June 30, 2010.
3. Full Amount of ARRA Award Drawndown by March 31, 2010
Any school that had drawndown from the Department’s G5 system, by March 31, a cumulative amount of 2009-2010 FWS award that equals or exceeded its ARRA award amount (Reporting Fields #10 and #28 are equal) must submit a March 31 report, completing all fields, including Field #24 Number of Jobs AND indicating ‘Yes’ for the Final Report Field #3. These schools must use only the ARRA funds drawndown during the March 31st quarter when calculating the number of jobs using the guidance provided in Electronic Announcements posted in January on IFAP. Reporting for these schools will then be complete and there will be no requirement to report at the end of the quarter ending June 30, 2010.
4. Some Amount of ARRA Award Drawndown by March 31, 2010
Any school that had drawndown from the Department’s G5 system, by March 31, a cumulative amount of 2009-2010 FWS award that was less than the its ARRA award amount must submit a March 31 report, completing all fields, including Field #24 Number of Jobs. These schools must use only the ARRA funds drawndown during the March 31st quarter when calculating the number of jobs using the guidance provided in Electronic Announcements posted in January on IFAP. Reporting for these schools will be required for the quarter ending June 30, 2010.
5. No 2009-2010 FWS Funds Drawndown by March 31, 2010
Any school that had not drawndown from the Department’s G5 system any of its 2009-2010 FWS award must, nevertheless, submit a report for the March 31 quarter. That report must include the amount of its ARRA FWS award (Reporting Field #10) and put zero in the Total Number of Jobs and Total Expenditures fields (Reporting Fields # 24 and #28). Reporting for these schools will be required for the quarter ending June 30, 2010.
