Subject: Reminder - Quarter Ending March 31 ARRA Reporting Deadline is April 12, 2010

This is a reminder that schools that received, as part of their 2009-2010 FWS award, funds under the American Recovery and Reinvestment Act of 2009 (ARRA) and who have not already submitted a Final report must complete a report for the quarter ending March 31, 2010 using the FederalReporting.gov Web site. Reports are due no later than April 10, 2010. Schools that have reported by the 10th will have until April 12th to correct or amend this quarter’s reports. The URL for the reporting Web site is https://www.federalreporting.gov.

Important: If your report for the quarter ending either September 30, 2009 or December 31, 2009 was marked as a Final Report in Field #3 because Field #28 – Total ARRA Expenditures (total G5 drawdowns) equaled the full amount of the ARRA portion of your 2009-2010 FWS award (Field #10), you are not required to file a report for the quarter ending March 31, 2010 nor for the final quarter of the award year – June 30, 2010. This guidance may differ from what some schools were advised when they called the reporting “help desk”. We have resolved this inconsistency and the above statement is correct.

For detailed information about ARRA reporting, refer to the Electronic Announcements we posted to the Information for Financial Aid Professionals (IFAP) Web site on December 31, 2009 and January 6, 2010. It is important to refer to both announcements for complete guidance.

Because the first funds drawn in G5 for Federal Work Study are attributed to ARRA, most schools will be able to file final reports with this quarter’s reporting. In order to have the report count as final, be sure to select “Yes” in Field #3 if this is the final report for the year); otherwise check “No.” To be a final report, the amount entered in field #10 (Amount of Award) must equal the amount entered in field #28 (Total ARRA Expenditure). Total ARRA expenditures are equal to the total actual net drawdowns of 2009-2010 FWS funds received from the Department (using the Department’s G5 system) from July 1, 2009 through March 31, 2010, not to exceed the amount of the school’s FWS funding from ARRA for the full award year. Note that it is drawdowns that equal expenditures and not payments made to FWS employed students.
