Subject: Extension of Reporting Date for Second Quarter ARRA FWS Reporting
On December 31, 2009, January 6, 2010, and January 15, 2010, we posted electronic announcements regarding second quarter (October 1, 2009 through December 31, 2009) ARRA reporting of 2009-2010 FWS funds. Those announcements noted that the deadline for reporting was January 15, 2010. However, the Office of Management and Budget (OMB) has extended the deadline for submission of second quarter reporting of 2009-2010 ARRA expenditures to Friday, January 22, 2010 (midnight Pacific Time). The official announcement of this extension can be found on the home page of the federalreporting.gov website.
Schools that had not yet reported must do so before the end of this week using the guidance provided in the earlier announcements. Note that all schools that received $25,000 or more in ARRA FWS funds must report even if they did not have any expenditures (G5 drawdowns) during the quarter. Schools should carefully review the "Portion Attributed to ARRA 2009-2010" column of the to determine if it had received any ARRA funds as part of its 2009-2010 FWS award. Of course, no reporting for this quarter is required if the school’s earlier report (July 1 through September 30) was its “Final Report”.
Schools should pay particular attention to the change in the formula that should be used to calculate the number of jobs created or retained. That formula, discussed fully in the December 31 announcement, bases the calculation on only the 2009-10 FWS dollars drawndown during the quarter ending December 31, 2009.
In addition to the extra time for schools that had not already done so, to report, this extension provides an opportunity for those schools that had already reported to double check the information they had submitted. We have found problems with the following reporting fields and ask schools to ensure that their reporting was correct –
- Award Number (Reporting Template Field #2) - Enter P033A09XXXX (the last four digits are your institution’s unique GAPS Award Number for FWS). The first characters are P and one zero (0), not POO, that is, P033A09XXXX.
- Final Report (Reporting Template Field #3) - This item can be set to ‘Yes’ if the total of the amounts reported in field #28 from all quarters that were reported equals the amount for field #10 in this report. If this field is set to ‘Yes’, Field #22 (Project Status) must be set to “Fully Completed”.
- Amount of Award (Reporting Template Field #10) - Use amount for institution from Column F (Portion Attributed to ARRA 2009-2010) by linking to the Excel spreadsheet . The value for this field is the total award for the year, not a prorated amount for the reporting quarter.
- CFDA Number (Reporting Template Field #11) – This number must be “84.033”.
- Total Federal Amount ARRA Funds Received/Invoiced (Reporting Template Field #23) - The value of this field is the same as the ‘Amount of Award’ from field #10. It does not matter whether the funds have been drawndown or not.
- Total Federal Amount of ARRA Expenditure (Reporting Template Field #28) – Total ARRA expenditures to be reported are equal to the total actual net drawdowns of 2009-2010 FWS funds received from the Department (using the Department's G5 system) from the beginning of the Award Year to the end of the quarter (July 1, 2009 through December 31, 2009) not to exceed the amount of the school's FWS funding from ARRA for the award year.
