Subject: Additional information on reporting for Federal Work-Study funds received under the American Recovery and Reinvestment Act of 2009 (ARRA).

In an IFAP Electronic Announcement posted on September 24, 2009, we provided information to schools that participate in the Federal Work-Study (FWS) Program on the initial step that they must take if the school received $25,000 or more in 2009-2010 Federal Work-Study (FWS) funding from the American Recovery and Reinvestment Act (ARRA). Emails were sent to the approximately 1,800 schools that are required to report expenditures of FWS funds provided by the ARRA.

Registering: As noted in the earlier communications, the first step required of affected schools was for the school to register by October 10, 2009 at In the email we said that the ARRA registration system does not allow more than one person to register for an entity (one DUNS number). We have now been informed that the system will allow more than one person to register and report for the entity. However, we urge caution to ensure that duplicate reporting does not occur. Reporting Deadlines: We have received additional guidance from the Office of Management and Budget (OMB) regarding required reporting deadlines (beyond the registration deadline of October 10). The stated ARRA reporting deadline for the calendar quarter ending September 30, 2009 (July 1, 2009 through September 30, 2009), is October 10, 2009. However, the reporting system will remain open through October 21, 2009 to accommodate institutions that are unable to meet the October 10 reporting date due to late notification of FWS reporting requirements. Schools should report as soon as possible after receiving reporting guidance from the Department in order to comply with ARRA requirements and must report no later than October 21, 2009 as the system will close for first calendar quarter reporting on that date.

Reporting Guidance: We are currently working with OMB to finalize FWS reporting guidance in an attempt to simplify the requirements given the unique nature of the FWS Program. To assist schools in their reporting, we expect to provide detailed instructions on completing the ARRA report for the FWS Program no later than Friday, October 9, 2009.

In the meantime, schools should ensure that they register at no later than October 10, 2009.

As a reminder, neither schools nor states have any responsibility for reporting on the increased Federal Pell Grant awards created as a result of ARRA funding.
