Subject: 2009-2010 Supplemental Campus-Based Awards
Each year, prior to September 30th, we use information collected on the Campus-Based Reallocation Form (ED Form E40-4P) to reallocate unexpended Federal Supplemental Educational Opportunity Grant (FSEOG), Federal Work-Study (FWS), and Federal Perkins Loan (Perkins Loan) program funds from the previous award year as supplemental allocations for the current award year. Accordingly, we have distributed supplemental FSEOG and FWS awards for the 2009-2010 Award Year to schools that meet the required statutory conditions for receipt of such funds. Because there were no new Perkins Loan funds appropriated for the 2008-2009 Award Year, there are no Perkins Loan funds available to be awarded through the supplemental award process.
As described in Dear Colleague Letter CB-09-03, dated May 15, 2009, Section 10702 of the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (P.L. 110-329) provides the Secretary with reallocation and specific waiver authority for the FSEOG and FWS programs. This authority applies only to schools located in a county (or parish or municipality) that was designated by the Federal Emergency Management Agency (FEMA) for "disaster assistance for individuals and households" as a result of a major 2008 natural disaster (e.g., hurricane, flood) declared by the President.
219 schools applied for supplemental funds by the June 15, 2009 deadline set out in CB-09-03. These are the only schools eligible to receive supplemental campus-based funds for the 2009-2010 Award Year. We will notify qualifying schools by e-mail if they received supplemental awards of campus-based funds and/or specific waivers as provided under P.L. 110-329. We will send this e-mail to the financial aid administrator, as provided in the school’s most recently submitted Fiscal Operations Report and Application to Participate (FISAP) or as updated via the “Contact Info” page on the eCB Web site.
