Subject: Draft FISAP and Instruction Booklet
The Fiscal Operations Report for 2008-2009 and Application to Participate for 2010-2011 (FISAP) in the Campus-Based programs is currently under review by the Office of Management and Budget (OMB). We are providing the attached Draft FISAP and accompanying instruction booklet so that a school can prepare to gather necessary information for the actual submission of its information in the FISAP that will be available by August 1, 2009.
As announced in the Notice of the 2009-2010 Award Year Deadline Dates for the Campus-Based Programs published in the Federal Register on March 17, 2009 (74 FR 11362), the date by which a school must submit the actual FISAP is Thursday, October 1, 2009. Applications that are submitted after October 1, 2009 will not be approved for funding for the 2010-2011 Award Year.
We are making significant changes to Part III (Federal Perkins Loan Program [Perkins Loan]), Part IV (Federal Supplemental Educational Opportunity Grant [FSEOG] Program) and Part V (Federal Work-Study [FWS] Program) of the FISAP due to the Higher Education Opportunity Act (HEOA), Pub. L. 110-315, enacted on August 14, 2008. Several lines have been added to these parts of the FISAP to account for new provisions provided in the HEOA. Please note the following significant changes from the FISAP that was filed last year:
Part III added line items to report loan cancellations for various reasons as stated in the HEOA. Also, lines were added to allow for the transfer of FWS funds to the Perkins Loan Program, which is now authorized through the HEOA; and, to show short-term loans to the Perkins Loan Fund as well as repayment of short-term loans to the Perkins Loan Fund.
Part IV was changed to allow for funds to be transferred from the FSEOG Program to be spent in the FWS Program.
Part V was changed to allow for funds to be transferred from the FSEOG Program to be spent in the FWS Program and to allow funds to be transferred from the FWS Program to the Perkins Loan Program. Lines were also added to report FWS funds that were spent for disaster-affected students and students who participated in civic education and participation activities.
