The "Final Rule; ACG and Smart Grant Program" published on October 29 (72 FR 61247) included rules related to the Academic Competitiveness Grant (ACG) and National Science and Mathematics Access To Retain Talent (SMART) Grant programs. The first set of final rules "Final Rule; Federal Perkins, FFEL and Direct Loan" published on November 1 (72 FR 61959) relates to the Title IV student loan programs. The second set of November 1 rules "Final Rule; Federal Student Aid Programs" (72 FR 62013) include changes to the Student Assistance General Provisions regulations and to certain of the specific program rules.
