During the period October 12-13, 2007, we plan to update the 2007-2008 Common Origination and Disbursement (COD) System with functionality that supports the implementation of the revised Federal Direct PLUS Loan Application and Master Promissory Note (Direct PLUS Loan MPN). We provided complete implementation guidance in Direct Loan Bulletin 07-20 posted on the Information for Financial Aid Professionals (IFAP) Web site.

In this announcement, we provide the following important information related to the implementation:

We appreciate your patience and understanding as we complete this important activity.

COD Batch Processing Suspension and Web Site Outage Information

In order to install the system changes needed to implement the revised Direct PLUS Loan MPN—

  • We will suspend COD batch processing beginning at 8:00 P.M. (ET) on Friday, October 12, 2007. Records submitted after 8:00 P.M. (ET) will be held and processed after 5:30 P.M. (ET) on Saturday, October 13, 2007.

  • The COD Web site will be unavailable from 8:00 P.M. (ET) on Friday, October 12, 2007 until 5:30 P.M. (ET) on Saturday, October 13, 2007.

Additionally, for Direct Loan participants—

  • The Direct Loan Electronic MPN Web site will be unavailable from 8:00 P.M. (ET) on Friday, October 12, 2007 until 5:30 P.M. (ET) on Saturday, October 13, 2007.

    Individuals starting the process by 7:00 P.M. (ET) on October 12th will be able to complete their MPNs before the Web site becomes unavailable. Individuals attempting to access the Web site after the cutoff time will see a Web site maintenance message and will not be able to start the process or retrieve an existing MPN.

COD System Processing Function Enhancements and Modifications

Direct Loan Bulletin 07-20 provides a detailed explanation of the revised Direct PLUS Loan MPN and related forms, and provides guidance on the implementation of these documents. In addition to providing implementation guidance on school actions, the bulletin clearly outlines Federal Student Aid actions relative to COD processing and the Direct Loan Electronic MPN Web site. Please refer to the bulletin for detailed information about the new functionality that will be in place beginning October 13, 2007.

After implementation of the new functionality, a school will continue to be able to re-request Direct PLUS Loan correspondence via COD Extensible Markup Language (XML) Common Record batch submission or via COD Web site submission. However, there will be a different COD Web site submission process for Direct PLUS Loan correspondence generated on or before October 12, 2007.

The usual process via the COD Web site's Person Correspondence screen will not work for Direct PLUS Loan correspondence generated on or before October 12, 2007.

If a school wishes to re-request Direct PLUS Loan correspondence generated on or before October 12, 2007 via COD Web site submission, it will need to complete the following steps:

  • Access the COD Web site's Award Detail Information screen and click on the Update Award button.

  • To re-request a Direct PLUS Loan MPN generated on or before October 12, 2007 -- On the Update Award Information screen, select the COD Reprint (Sends to Borrower) option or the COD Reprint (Sends to School) option from the dropdown menu in the Pnote Print Indicator field and click on the SUBMIT button.

  • To re-request a Direct PLUS Loan Plain Language Disclosure (PLD) generated on or before October 12, 2007 -- On the Update Award Information screen, select the COD Reprint option from the dropdown menu in the Disclosure Print Indicator field and click on the SUBMIT button.

Note: A school that wishes to re-request a Direct PLUS Loan MPN or a Direct PLUS Loan PLD generated on or after October 13, 2007 via COD Web site submission will do so via the usual Person Correspondence screen process.
