On August 18, 2006 and December 8, 2006, the Secretary published Notices in the Federal Register announcing that she would establish a negotiated rulemaking committee to develop proposed regulations for the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent Grant (National SMART Grant) programs and that she was considering establishing a negotiated rulemaking committee to address other Title IV programmatic, institutional eligibility, and general provisions issues.

The first session for the ACG/National SMART Grant committee will be held February 5-7, 2007. These meetings are scheduled from 9:30 AM to 5:00 PM on February 5 and 6, and 9:30 AM to 3:00 PM on February 7. The committee will convene at the Department of Education, Barnard Auditorium, Federal Building 6 (FB-6), 400 Maryland Ave, SW, Washington, DC 20202.

The Secretary has decided to establish a committee to address other Title IV programmatic, institutional eligibility, and general provisions issues and is in the process of notifying negotiators selected for that committee. The first session for this committee will be held February 7-9, 2007. These meetings are scheduled from 1:00 PM to 5:00 PM on February 7, 9:00 AM to 5:00 PM on February 8, and 9:00 AM to 4:00 PM on February 9. The committee will convene at the Department of Education, 8th Floor Conference Center, 1990 K Street, NW, Washington, DC 20006.

A Notice formally announcing the formation of the General Provisions committee will be published in the Federal Register shortly.
