Today we published in the Federal Register a notice announcing our intention to establish up to four negotiated rulemaking committees to prepare proposed regulations for the student assistance programs authorized under Title IV of the Higher Education Act of 1965, as amended (HEA). The notice, that is available as a web link from this announcement, also announces a series of four regional hearings where interested parties can suggest issues that should be considered for action by the negotiating committees. These hearings will be held on:

  • September 19, 2006, at the University of California-Berkeley in Berkeley, California;
  • October 5, 2006, at the Loyola University in Chicago, Illinois;
  • November 2, 2006, at the Royal Pacific Hotel Conference Center in Orlando, Florida; and
  • November 8, 2006, at the U.S. Department of Education in Washington, D.C.

Individuals who are unable to attend one of the regional hearings may submit written comments by November 9, 2006.

In addition, the notice requests nominations for individual negotiators who represent key stakeholder constituencies that are involved in the student financial assistance programs authorized under Title IV of the HEA to serve on these committees. The deadline date for receiving nominations for negotiators to serve on the negotiating committees is November 9, 2006.
