This position is located in the Office of Federal Student Aid (FSA), Application, School Eligibility and Delivery Services (ASEDS) School Eligibility Channel. The area of consideration for this position (Vacancy announcement # FSA-2005-0122) is "ALL RECRUITING SOURCES" (which includes non-Federal candidates). Vacancy announcement # FSA-2005-0124 is opened concurrently with an area of consideration of "FEDERAL AGENCIES" (status candidates). Major Duties: As the Branch Chief, IPM Operational Support Branch, provides leadership and staff development; supervise eZ-Audit operations support for the submission of financial statements and compliance audits through the web and for application and oversight tools, such as the Electronic Application for Approval to Participate in Federal Student Financial Aid (eAPP), Postsecondary Education Participants System (PEPS), and Case Management Oversight (CMO) Net; oversees the liaison to business owners to understand all business requirements for these systems; provides for workflow management; provides system change management support to ensure accurate and timely system updates; and assures training to system users from other FSA service areas and financial partners.

The successful candidate will be one who can provide strong leadership and staff development in this critical mission. In addition, the successful candidate should have:

1) Experience in change management in both business and technical areas and ability to prepare and present business cases, statements of objectives, and other supporting documentation;
2) Demonstrated skill in project management;
3) Experience with contract management and oversight and the ability to work effectively with contractor staff;
4) Ability to supervise and manage the tasks of a diverse branch staff, as well as the ability to work across organizational lines within FSA and the Department, and with internal and external customers and partners; and
5) Knowledge of Title IV delivery systems and supporting business processes and systems.
