This position is located in the Office of Federal Student Aid (FSA), FSA ASEDS, School Delivery Channel, Title IV Delivery Division, Customer Service Call Center Branch with the Department of Education. The area of consideration for this position is "ALL RECRUITING SOURCES" (non-Federal candidates). Vacancy announcement #FSA-2004-0092 is opened concurrently with an area of consideration of "FEDERAL AGENCIES" (status candidates). Candidates with noncompetive eligibility (e.g. Schedule A, VEOA, etc.) should also apply under #FSA-2004-0092.

Major Duties: GS-12/GS-13: Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develops new methods, organizational structures, and management processes. Counsels and advises programs managers on methods and procedures, management surveys, management reports, and control techniques. Incumbent will communicate fluently (orally and in writing) with the Hispanic community in native language. Must have comprehensive knowledge of HEA, Title IV Student Financial Assistance law, regulations, regulations, policies and procedures. Ability to work with and provide expert technical assistance to individuals from diverse backgrounds and with varying levels of financial aid knowledge and experience.

NOTE: CANDIDATES FOR THIS POSITION MUST HAVE KNOWLEDGE OF TITLE IV STUDENT FINANCIAL AID PROGRAM APPLICATION POLICIES, SYSTEM PROCESSES AND CURRENT FEDERAL INITIATIVES. CANDIDATES WHO DO NOT HAVE THIS KNOWLEDGE WILL NOT BE QUALIFIED FOR THIS POSITION.
