RE: CPS Reprocessing of 2004-2005 ISIRs with Incorrect Match Flags

DATE: January 22, 2004

The Central Processing System (CPS) has identified an issue related to setting of the match flags that affects records sent to the CPS for processing in early January. This has resulted in certain records being returned with incorrect values for the father’s and mother’s Social Security Number match (position 1626 and 1636 of the ISIR), Selective Service Registration (position 1638 of the ISIR), Selective Service match (position 1637 of the ISIR), or Department of Homeland Security match (position 1577 of the ISIR).

CPS estimates the total number of records requiring an update to be 55,059. Some students may be affected by more than one of these issues, so the total number of reprocessed records may be smaller. All records processed by the CPS after January 15, 2004 were processed correctly, although new corrections to transactions originally processed before that date may carry the errors forward.

On January 22, 2004, CPS reprocessed the 2004-2005 transactions for students whose records were affected by the processing issue. Corrections to the resulting system-generated ISIRs will not be affected by the errors. SARs or e-mail notifications will be sent to students. Reprocessed ISIRs were sent to schools on January 22, 2004. Reprocessed ISIRs can be identified by the following:

- Reprocessed Reason Code (ISIR field #148, positions 704-705) will equal “01”

- System Generated Indicator (ISIR field #152, position 709) will equal “Z”

- Comment Code 172 will be present in ISIR field #268, positions 1670-1729.

NOTE: CPS is expecting no change in the reprocessed transactions’ EFC values, although a small percentage of the total number of records reprocessed may be rejected due to updated match flag values.
