In recent months the COD System has been experiencing processing issues with COD Edit 012 (No eligible SSN, Last Name, DOB combination match at CPS for Student). COD has resolved the code affecting 2003-2004 Award Year records. We expect to complete this code fix for 2002-2003 later this week, at which time this communication will be updated. Schools that have student records affected by Edit 012 are now able to resubmit the 2003-2004 records to COD.
Previously, 2003-2004 Award Year origination records were incorrectly rejecting for COD Edit 012 for students with 2002-2003 awards and updated 2003-2004 Award Year student identifiers processed through the CPS. In these instances, the person record rejected, but the 2003-2004 award was established in COD using identifier information from the 2002-2003 Award Year.
In addition to fixing Edit 012, COD updated its CPS tables with CPS transaction numbers for 2002-2003 and 2003-2004 that were not previously loaded. If a school believes it received COD Edit 011 (No Eligible SSN, DOB, and Last Name Combination Match Found On CPS For Student), COD Edit 012 (No eligible SSN, Last Name, DOB combination match at CPS for Student), or COD Edit 024 (Reported CPS Transaction Number Does Not Match CPS) in error, it should resubmit affected records.
We want to emphasize that not all of these edits were received in error: COD Edits 011, 012, and 024 are valid student identifier processing edits that ensure originations and disbursements are being made for students who have submitted a Free Application for Federal Student Aid and have an valid SAR and ISIR record processed by the Central Processing System (CPS) Every day, COD receives a file of COD-relevant applicant data from the CPS. Schools may legitimately receive records edits if the SSN, Date of Birth, Last Name, or CPS transaction number combination submitted to COD does not match the data elements on the student's valid ISIR data from the CPS.
- Schools that receive COD Edit 011 and 012 should validate the SSN, Date of Birth, and Last name submitted on the record against the same data elements on the student's ISIR based on the reported CPS transaction number.
- Schools that receive COD Edit 024 should review the reported CPS transaction number to ensure there is a valid ISIR on file for the student with that transaction number.
Please note: Schools that have had 2002-2003 records affected by improperly having received Edit 011, 012, or 024 may request Administrative Relief so that upward adjustments in the Pell program will be accepted after the September 30, 2003 deadline.
