On February 20, 2003, the President signed H.J. Res. 2, the Consolidated Appropriations Resolution, 2003, that establishes the maximum Federal Pell Grant award for the 2003-2004-award year at $4,050. The minimum award continues to be $400. The maximum Expected Family Contribution (EFC) that a student may have to be eligible to receive a Federal Pell Grant is now 3850.
On January 2, 2003, when we started processing 2003-04 Free Applications for Federal Student Aid (FAFSAs) at the Central Processing System (CPS), the 2003 fiscal year appropriation had not yet been approved. Therefore, the CPS maintained a maximum EFC of 3800 to establish Federal Pell Grant eligibility. Because the maximum EFC increased to 3850, approximately 5,000 students who applied for financial aid and who have an EFC ranging from 3801 to 3850, were not considered eligible for a Federal Pell Grant. Therefore, these applicant records will be reprocessed at the CPS to generate SARs and ISIRs that show their Federal Pell Grant eligibility. All records processed after March 6, 2003 will be identified for Federal Pell Grant eligibility based on the updated maximum EFC of 3850.
On March 10, 2003, reprocessed SARs (or e-mail notifications with links to SAR information) will be sent to students and ISIRs will be sent to schools and/or their destination points. The following can identify reprocessed ISIRs:
