NOTE: This is the first in a series of network messages you will be receiving from Federal Student Aid (FSA) over the next few months regarding using EDExpress to process Pell and Direct Loan records via the Common Origination and Disbursement (COD) system.

The Pell and Direct Loan modules will be available in Version 9.1, due for release in mid-April 2003. If your school plans to use EDExpress Version 9.1 to exchange Pell and/or Direct Loan award data for the 2003-2004 processing cycle with the COD system, you must enroll with COD as a "Full Participant."
"Full Participants" in COD are schools that exchange Pell and/or Direct Loan data with COD in the XML Common Record format (as opposed to using legacy system record layouts). If you submit 2003-2004 Pell and/or Direct Loan data via EDExpress Version 9.1 to COD prior to completing the Full Participant registration process, COD will reject the records
If you have not already done so, we strongly encourage you to register as a Full Participant as soon as possible by contacting COD School Relations Center at 800/474-7268 or via e-mail at CODSupport@afsa.com. An Electronic Announcement, posted on February 26, 2003, titled, "Common Origination and Disbursement (COD) Full Participant Set Up in COD for 2003-2004 Award Year", explains in detail the information you need to send in a letter to signup as a full participant.
Setup Information
Upon successful completion of your registration, COD will provide you with the school identification data (your school's Routing ID) needed to set up Pell and/or Direct Loan in EDExpress Version 9.1. A future network message will detail where to enter this Routing ID in EDExpress Pell Setup and EDExpress Direct Loan Setup.
NOTE: Signing up as a full participant for 2003-04 will not effect your 2002-03 processing. Continue to use EDExpress Version 8.1 to submit your 2002-03 Pell and/or Direct Loan award data in the legacy format.
