In 2001, the Department of Education (ED) announced changes to the procedure for requesting year-to-date (YTD) ISIR files. In an effort to control and help reduce the overall costs of processing student financial aid, ED decided to make YTD ISIR files available on a case-by-case basis only. You need to request and receive approval before a YTD ISIR file will be sent to your destination point.

YTD ISIR requests will be granted only in situations such as the following:

  • The destination point has had catastrophic loss of data due to a computer malfunction or other disaster and the original ISIR files cannot be recovered. Catastrophic data loss does not include the corruption or loss of a database when the original ISIR files are available.
  • A school has taken over ISIR processing from a servicer after a processing year has started.
  • A servicer has taken over ISIR processing for a school after a processing year has started.

Destination points will not be able to make multiple requests for the same YTD ISIRs.

To request a YTD ISIR file, send an e-mail to CPSWAN@NCS.COM containing the following information:

  • Your full name
  • Your TG number and the name of your organization
  • Your e-mail address
  • A contact telephone number
  • Federal School Code(s) or State Agency Code to be included in the request
  • Processing year for data (such as 2002-2003)
  • The start and end date range of data being requested (such as January 14 through March 12)
  • A detailed explanation of the reason for your request

CPS/WAN Technical Support will evaluate your request and will respond to it as soon as possible. If your request has been approved, CPS/WAN will let you know the approximate date on which you can expect to receive the YTD ISIR file.

YTD data are returned in the message class YTDO03OP for the 2002-2003 cycle or YTDO04OP for 2003-2004. YTD ISIR files are not available for the 2001-2002 cycle or earlier.

To prevent the need for YTD ISIR data, ED recommends that you archive all the ISIR files you receive from CPS for each processing cycle in a specific directory that is backed-up regularly. This will allow you to recover your ISIR data whether you use EDExpress or another system.
