THIS MESSAGE WILL:
Provide Pell Phase In Participant schools information on the reporting of and correcting of Origination IDs in COD for the 2002-2003 Processing Year.
Discuss how to deal with edit 402 (848) and/or Edit 331(827).

A number of Pell Phase In Participant schools have been receiving an edit 331 "Duplicate Origination for Award Year 2002 and beyond" (COD edit 827) and edit 402 "Origination ID does not match on Pell Processor" (COD edit 848) when submitting disbursements after making a change to the information in the Origination ID.
Upon implementation of the COD system a new student identifier was put in place. The new student identifier (Current SSN, Date of Birth, and first two positions of the Current Last Name) differs from the student identifier that was used for reporting prior years in Pell which was the Origination ID (Original SSN, Original Name Code, Year Indicator, Attended Pell ID, and Sequence Number -- constant 00).
In an effort to make the transition period for Full Participant Schools as seamless as possible, i.e., maintaining current record layouts and business practices, COD maintains the Origination ID even though it is not a student key in the COD system.
The Origination ID also plays an important role in COD's ability to tie a disbursement record to a specific Origination.
In changing the student key from Origination ID to the COD student identifier, COD has eliminated the possibility of updating an Origination ID after a student record has been established on the COD system. After a school has received an accepted origination acknowledgement the Origination ID that was submitted in that record is required for all further submissions of the origination and disbursements for that award year.
Any changes to the Origination ID will be not be processed or recognized by the COD system.
In order to avoid an edit 402 "Origination ID does not match on Pell Processor" please ensure that the Origination ID you are submitting on the Disbursement record matches the Origination ID that was submitted on the Origination record that was accepted and established the student record on the COD system.
In order to avoid an edit 331, "Duplicate Origination for Award Year 2002 and beyond" do not submit an Origination record where the only change to the data is an attempt to change the Origination ID.
We recognize that this is a change in the business process and apologize for any inconvenience this may have caused. We appreciate your understanding during this transition time and are confident that the implementation of the new COD student identifier will alleviate many of these problems in the future.
