There is currently an issue with the way the Common Origination and Disbursement (COD) system is processing 2002-2003 origination and disbursement records. Normally origination and disbursement records that are submitted in the same batch or within a short period of each other, should process in the proper order, that is, originations process before disbursements. However, we are not able to ensure that COD is consistent in processing originations before disbursements. Consequently, COD is sometimes rejecting disbursement records because the corresponding originations were not processed first. Until the COD system is functioning as planned, we recommend that, to the extent practicable, disbursement records should not be sent until origination records are acknowledged. If this is not possible, you may have to resubmit the rejected disbursements.

We apologize for the inconvenience this may cause. We are working towards a solution to this issue and will keep you informed once a permanent resolution has been implemented.
