We recently discovered that from approximately January 25 through February 14, 2002 INS sent CPS an invalid value in response to the INS Primary Verification Match for both 2001-2002 and 2002-2003 and therefore no response about the results from Primary Verification were sent to schools. In addition, any records that may have needed to go to Automated Secondary Confirmation did not go through that process. Approximately 300 records for each cycle were affected by this problem.

CPS is resending the affected records for both cycles back through the INS Primary Verification match so that schools can get the updated ISIRs and so Automated Secondary Confirmation is conducted, if necessary. Affected ISIRs that are reprocessed and confirmed at Primary Verification do not have to go to Automated Secondary Confirmation. ISIRs that are confirmed will be processed on March 27, 2002 and are identified only with the CPS process date of March 27, 2002. You will not receive ISIRs at this time for records that are not confirmed.

Unconfirmed records, approximately 40 records for 2001-02 and 40 records for 2002-03, will go to Automated Secondary Confirmation and the reprocessed ISIRs will be systems generated by CPS at a later date as they are returned from INS through the normal process. Should any of these 80 reprocessed ISIRs fail Automated Secondary Confirmation, ISIR comment code 46 indicating that INS did not confirm eligibility would be indicated on the reprocessed ISIR. The institution would be required to resolve this issue through manual secondary confirmation, which entails the submission of a G-845S and copies of the applicant's immigration documentation to INS.

INS also discovered that from January 1 until February 28, 2002 they sent CPS incorrect responses for Automated Secondary Confirmation for approximately 2,000 ISIRs for 2002-03. These applicants should have received a response that would have required additional documentation to complete the Secondary Confirmation process, but instead were confirmed right away. CPS will resend the 2002-03 affected records to the INS Automated Secondary Confirmation process on Thursday, March 28, 2002. Updated ISIRs will be systems generated by CPS at a later date as they are returned from INS through the normal process.

We apologize that for these two "reprocesses" we are not able to further identify the updated ISIRs. INS provided the list of records for the fix rather than CPS making the query in our own database. We apologize for the inconvenience of the situation but recognize that the records need to be updated.
