SUBJECT: Negotiated Rulemaking

The Department intends to establish two negotiated rulemaking committees to prepare proposed regulations for the student financial assistance programs authorized under Title IV of the Higher Education Act of 1965, as amended (HEA). Each committee will include representatives with interests that are significantly affected by the subject matter of the proposed regulations. The Department also announces a meeting to discuss the agenda and the procedures for the negotiated rulemaking sessions. Finally, the Department requests nominations for members who represent individuals and organizations of key stakeholder constituencies that are involved in the student financial assistance programs authorized under Title IV of the HEA to serve on these committees.
