RE: 2001-2002 ISIR Comment Code Text Issues

We have recently identified several issues with 2001-2002 ISIR comment code text provided in 2001-2002 EDExpress, Version 7.0 and the 2001-2002 EDE Technical Reference. The comment codes discussed in this message were correctly included on the 2001-2002 SAR and ISIR files. This is an ISIR print issue in EDExpress and the EDE Technical Reference only.

These issues will be resolved in EDExpress Version 7.1, which is due for release at the end of February 2001. Change pages for the 2001-2002 EDE Technical Reference will also be issued on the fsadownload Web site (http://fsadownload.ed.gov) as soon as possible.

The ISIR comment code issues identified are listed below:

1) ISIR comment code 005 is missing from Version 7.0 and the EDE Technical Reference. It should read "We were unable to read all of the information on your application or SAR because it was damaged. Please review all of the items on this ISIR and make any corrections as needed.";

2) ISIR comment code 056 is missing from Version 7.0 and the EDE Technical Reference. It should read "You reported in 'Drug Conviction Affecting Eligibility?' that you have been convicted of an illegal drug offense. If you determine that your conviction(s) do not affect your eligibility for federal student aid, or affect it for only part of the 2001-2002 school year, you must correct 'Drug Conviction Affecting Eligibility?' by using this report. You can also correct this item or get additional help with this question by calling 1-800-4FED-AID (1-800-433-3243). YOU ARE NOT ELIGIBLE FOR FEDERAL STUDENT AID WHILE YOUR ANSWER TO "DRUG CONVICTION ELIGIBILITY" IS ‘3’. Whether or not your conviction(s) affect your eligibility for federal student aid, you may still be eligible to receive state, school, or other non-federal student aid."

The following ISIR comment codes have been revised since the release of Version 7.0 and the EDE Technical Reference:

1) ISIR comment code text for code 058 should read "You reported in 'Drug Conviction Affecting Eligibility?' that you are not eligible for federal student aid as a result of a drug-related conviction, or that you do not know if your conviction(s) affect your eligibility. You may still be eligible to receive state, school, or other non-federal student aid. If you determine that you have incorrectly answered this question, you must correct 'Drug Conviction Affecting Eligibility?' by using this report. You can also correct this item or get help with this question by calling 1-800-4FED-AID (1-800-433-3243)";

2) ISIR comment code text for code 059 should read "The Social Security Administration could not determine if the social security number you reported belongs to you because you did not give us your last name, date of birth and/or signature";

3) ISIR comment code text for code 084 should read "We could not match your information with the Social Security Administration because you did not give us your last name, date of birth and/or signature";

4) ISIR comment code text for code 142 should read "The Immigration and Naturalization Service (INS) could not confirm your statement that you are an eligible non-citizen because there is a question about your Alien Registration Number. You must submit proof of your non-citizen eligibility to your school. If you fail to submit proof within 30 days, or longer if your school allows, you may not be eligible for federal student aid";

5) ISIR comment code text for code 144 should read "The Immigration and Naturalization Service (INS) did not confirm your statement that you are an eligible non-citizen. You must submit proof of your non-citizen eligibility to your school. If you fail to submit proof within 30 days, or longer if your school allows, you may not be eligible for federal student aid."

6) ISIR comment code text for code 161 should read "We could not match your information with the Department of Veterans Affairs (VA) because you did not give us your full name, date of birth and/or signature";

The following two ISIR comment codes have been revised since the release of Version 7.0 but are listed correctly in the EDE Technical Reference:

1) ISIR comment code text for code 047 should read "There are issues with your application information that need to be resolved before your eligibility can be determined. Read this letter carefully and review any items marked on this ISIR. After making all necessary corrections, you and your parent must return all documentation to your school";

2) ISIR comment code text for code 170 should read "Your school will ask you to provide copies of certain financial documents for you and your parent(s)."
