Dear Partners,

The
FY 1999 Draft Cohort Default Rate Guide is now on IFAP for the community to review (insert hyperlink to take directly to the Guide). We have updated the draft version of the Guide for the release of the FY 1999 draft cohort default rates. The revised cohort default rate regulations published by the Department in the fall of 2000 are not effective until July 1, 2000. Therefore, the changes to the cohort default rate process noted in those regulations do not apply to the FY 1999 draft cohort default rates and/or the FY 1999 draft challenge processes.

The Department is currently working on a revised comprehensive, easy to follow Cohort Default Rate Guide that is scheduled to be published with the FY 1999 Official Cohort Default Rates. Guidance that has previously been provided in the separate Draft and Official Cohort Default Rate Guides will be combined and published in a single revised Cohort Default Rate Guide. The revised cohort default rate regulations will be included in this revised Guide. If you have questions, comments, or suggestions concerning the content, format and/or structure of this Draft Cohort Default Rate Guide or information that you want us to consider for the revised Cohort Default Rate Guide, please submit them electronically to a Guide Team member by Friday, October 27, 2000.
