Greg Woods, chief operating officer of Student Financial Assistance (SFA) in the U.S. Department of Education, is pleased to announce the appointment of Robert H. “Bob” James in the newly retitled position of Liaison for Career Institutions of Higher Education, formerly known as Liaison for Proprietary Institutions of Higher Education.

The appointment became effective July 31. James replaces Stephen Blair, who was serving as Acting Liaison until a permanent Liaison could be found.

James has 38 years’ experience working with career schools. He began his career in 1962, working as the Bursar for Sams Technical Institute in Indianapolis and later became Director of Non-Academic Activities. When the company was acquired by ITT, he was promoted to Director of Financial Aid and, later, Director of Student Financial Services for ITT Educational Service, Inc. Most recently, James served as Vice President of Management Services for USA Enterprises in Indianapolis.

“SFA is lucky to have found such an experienced, enthusiastic advocate for career schools,” said Woods. “We look forward to working with Bob and are confident in his ability to serve the schools, and students, well.”

While at USA Enterprises, James worked directly with career schools to provide services such as financial aid outsourcing, consulting, retention management, and computer support. Prior to that, at ITT, he was responsible for managing $200 million in annual financial aid for 54 school locations and providing training and onsite monitoring of school staffs to comply with state and federal regulations.

“I am excited about my involvement in enhancing the visibility of the career school community with respect to the Higher Education Act (HEA),” James said. “Increasing academic, corporate, and government partnerships with career institutions will be my top priority.”

The position of Liaison for Career Institutions is located in the Schools Channel of SFA. The Liaison serves as the principal advisor to the Secretary of Education on career education issues, as well as providing guidance to the Department on issues affecting postsecondary career education. The office also will serve as an advocate for and resource to career schools and develop materials and activities that give recognition to the work of career schools, colleges, institutions, and universities.
