We are pleased to announce the availability of a pre-release edition of
Return of Title IV Funds, a new U.S. Department of Education software
product. The Return of Title IV Funds software is designed to assist schools
in calculating and managing the return of Title IV aid-related funds in
student withdrawal situations, and can be used to process and analyze
information for multiple processing years.

The rules regulating the treatment of Title IV funds when a student
withdraws have changed significantly and should be fully implemented by your
school by October 7, 2000. The Department believes this software product,
which incorporates the new rules, has been fully tested and provides
accurate results. However, prior to releasing a finalized product we wish to
offer all schools the opportunity to provide input, so we are providing this
pre-release version for your review and feedback.

Please submit any suggestions or feedback you have regarding this
pre-release copy (Version 1.0) via email to CPS@NCS.COM, using an email
subject line of "Return of Title IV Funds Feedback." The Department will
analyze all feedback received; if it is determined that a follow-up release
of Return of Title IV Funds is necessary it will be developed and released
in July, 2000. NOTE: Please submit your suggestions and feedback by May 19,
2000. Submissions received by May 19, 2000 will be given top priority when
determining a subsequent release.

Version 1.0 must be downloaded from the Department's SFAdownload Web site,
located at
http://fsadownload.ed.gov/index.htm. The Return of Title IV Funds
Installation Guide and the Version 1.0 Cover Letter contain important
information you should review and must also be downloaded from the
SFAdownload Web site. The Cover Letter includes a helpful Quick Reference
sheet with information on commonly-used functionality and processes. There
will not be a Desk Reference for Return of Title IV Funds software.

Return of Title IV Funds is a 32-bit software program and will run only in
Windows 95, Windows NT, or Windows 98 environments. For further system
requirements, please consult the Installation Guide.

Version 1.0 is available on the SFAdownload Web site in two formats. You can
download the entire software in one file, called R2T4V10.exe, or you can
download the software in five separate installments, which can then be
copied to a hard drive, network drive or diskettes. Please review the
download and installation instructions contained in the Installation Guide
for more details.

This software can be installed in a standalone or network environment. In a
standalone installation, all programs files, including the software
database, are installed and stored on the hard drive of a single PC.

For network installations you must first run a network server install,
designating a network drive location for your Return of Title IV Funds
database. Once the server install is complete, you must run network
workstation installations on all PCs that will access the networked
database, designating the correct network drive and directory during each
installation.
