MAJOR DUTIES AND RESPONSIBILITIES: The incumbent serves as a supervisor and advisor to the Director, Application and Pell Processing Systems Division, on cross-cutting Title IV program issues relating to application processing contracts or systems, cross-program operational or developmental projects or problems, need analysis operations, and new and proposed legislation or regulations. In the execution of these duties, the incumbent: Develops goals and objectives and evaluation techniques to measure Title IV cross-cutting program delivery efficiency and compliance with law and regulations relevant to the application process. Assures the design and implementation of Title IV application processing program delivery mechanisms. Directs the design, development, and establishment of a Title IV management information and data evaluation system to provide program managers with information regarding constituent compliance with program requirements, and ensures the integration of the data derived, as necessary with other Department-wide data evaluation systems. Provides programmatic, technical analytic and evaluative expertise necessary to oversee the design and development of operational procedures for effectively and efficiently delivery of the Title IV program. Supervises development, implementation, and/or maintenance of the annual Title IV application processing system. Ensures that proper design procedures are followed, and that the system is comprehensively tested for all anticipated data conditions. Directs the management, through Contracting Officer's Technical Representatives, of the contracts responsible for support of the Central Processing System and the Multiple Data Entry Systems. Provides direction for implementation of cross-cutting operational changes required by new legislation, regulations, or ED policy initiatives. Establishes priorities and achieves program administration objectives. Develops standards, rules and procedures for program administration. Provides supervisory and administrative direction to Division staff. Carries out the full range of personnel and organizational management authorities and responsibilities.
