The Secretary submitted the report "Experimental Sites - Analysis of the Annual Reports (1996-1998)" to congress, as required under the Higher Education Amendments of 1998, on May 20, 1999. It provides an analysis of the data in the annual reports of the 164 institutions participating in the 13 experiments. These select institutions are exempt from specific federal student aid requirements while "testing" a different way of administering student financial aid. Many participating institutions report that this initiative provides better service to students and reduced administrative burden for institutions.
