MEMORANDUM TO EMPLOYEES OF THE DEBT COLLECTION
SERVICE

I would like to express my appreciation to the staff of the Debt Collection
Service (DCS) for all of your hard work and dedication. The significant
increases in collections from defaulted student loans are concrete evidence
that your work and planning have paid dividends for the Department and the
taxpayers. In his State of the Union address, the President cited the
recent decline in the student loan default rate, and last month I had the
privilege to announce that decline and the results of your collection
efforts. Your work and the work of other Department employees who
administer the student loan program have produced results that are being
widely recognized in government and elsewhere.

The DCS and its contractor-partners have demonstrated continuous
improvement over the past two years. I understand that defaulted borrowers
can present unique customer service issues that you are required to solve.
Nevertheless, you have been able to increase collections and improve
service to the student-borrower population.

Thank you for your efforts and congratulations on your accomplishments.
