non-numeric character

Users have reported that when a student's telephone number is
corrected to blank it is rejected by the Loan Origination Center. The
LOC is currently rejecting origination change records with a reject
number of 59 if the telephone number is corrected to blank.

EDExpress for Windows is appropriately exporting data for this
field, therefore the current workaround for Direct Loan participants
is to ignore reject number 59 when they receive it from the LOC, as
the LOC is currently unable to process this data correctly.
