SUMMARY: Important notice regarding the temporary suspension of draw downs of
Title IV HEA program funds during the conversion from the Payment Management
System to the new EDCAPS Grant Administration and Payment System (GAPS).

Dear Colleague:

The Department of Education will convert its existing Payment Management System
(PMS) that postsecondary institutions use to draw down Federal funds under the
Federal Direct Loan, Federal Pell Grant, and campus-based programs, to the new Grant
Administration and Payment System (GAPS). Please note that, due to the transition from
PMS to GAPS, institutions will not be able to draw down Federal funds after 3:00 p.m. on
February 25, 1998 until March 16, 1998.


My office will provide further information regarding this transition shortly. In the
meantime, the attached letter from the Department's Chief Financial and Chief
Information Officer has been mailed to your institution's Chief Financial Officer (CFO). I
encourage you to share this electronic notice with your institution's CFO and business
officer to make appropriate plans for this transition.
