THREE DAY ALERT Schools will not be able to draw down federal funds from ED during the 12- business-day transition from the ED Payment Management system (PMS) to the new EDCAPS Grant Administration and Payment System (GAPS). The transition period begins on February 26 and runs through March 15. On March 16, you will have access to the new EDCAPS/GAPS system for drawdowns. Please plan your drawdowns accordingly. Additional information on the transition is contained in the recent Dear Colleague letter mailed to your Chief Fiscal Officer. That letter is also available on our Student Financial Assistance BBS (http://sfa.ed.gov) under the "Announcements" section. Attachment B of the letter provides a region-by-region list of GAPS reporting representatives and their telephone numbers.
