A notice requesting public comment on the paperwork aspects of the attached notice will be published in the Federal Register this week, at which time, the attached draft notice will be available by contacting Pat Sherrill at the U.S. Department of Education. In furtherance of this request for comments, the Department of Education is interested in hearing from parties on the substance of the notice and on the selection process for choosing participants.
