Dear Colleague:
Starting July 1, 2026, schools can use the E-App in FSA Partner Connect to apply for Federal Pell Grant Program eligibility for certain workforce programs (Workforce Pell), provided the programs meet the eligibility requirements outlined in the Higher Education Act of 1965, as amended, and the Workforce Pell final regulations. We will update the E-App to offer
-
a single portal for submitting all required eligibility information and supporting documentation, including the State Workforce Pell Program Certification form;
-
improved functionality to identify the current institutional accrediting agency covering the workforce programs;
-
new data elements, including “Workforce Program” as a new program type; and
-
enhanced approval notifications for workforce programs, which may be issued before the remainder of the application is processed and closed.
To assist schools in understanding the new features in the E-App, we are pleased to offer a live, instructor-led webinar, virtual office hours, and self-paced training materials. Refer to the sections below for more information.

There is no need to register for the live webinar or the two virtual office hours. Participation is on a first-come, first-served basis, and we can accommodate up to 10,000 attendees. Participants will ask questions by typing them into the Q&A feature during the session.

Live Webinar: Managing Workforce Pell Programs in FSA Partner Connect
This session introduces the Workforce Pell features we are adding to the E-App in FSA Partner Connect. You will learn how to use the new process, including entering and updating program details, uploading required documents, and reviewing your information before submitting. This webinar is designed to provide a simple, clear overview for anyone getting started with the new functionality.

Following the live webinar, two virtual office hour sessions will offer an additional opportunity to ask questions about the new E-App features for Workforce Pell. Subject matter experts and customer service representatives will be available to provide hands-on support.

To add an iCalendar invitation for each event to your calendar, follow the instructions below:

Log in to the FSA Training Center.
Note: If you don’t have a username and password for the FSA Training Center, select "Create new account" at the bottom of the log-in page and follow the instructions.

Select “Systems Training” from the main menu bar. From the drop-down menu that appears, choose “FSA Partner Connect.”

Select the “Partner” icon in the middle of the page. Scroll to the “Live Webinar Calendar.”

Locate the event in the table and select “Add to Calendar” to download and save the invitation to your calendar. The invitation includes the link for the session. If Outlook is not your default calendar, you may save the iCalendar (.ics) file and then upload it to your system calendar.
In addition to the live webinar and virtual office hours, we will also provide self-paced training materials, including a job aid to walk you through the new process step-by-step and a webinar recording. The webinar recording will cover the same material as the live webinar. We will update this announcement when the materials are available in July.
To view these additional resources when they are available, log in to the FSA Training Center and select “Systems Training” from the main menu bar. From the drop-down menu that appears, choose “FSA Partner Connect” and then select the “Partner” icon in the middle of the page. The materials will be in the “Title IV Eligibility Application” course.
