Dear Partner:

This letter provides guidance to schools that received FSEOG flood money during the 1999-2000 award year and were unable to expend all the funds. The U.S. Department of Education (ED) recommends that institutions follow the guidance provided below:

Q: How were these FSEOG flood funds to be used?

A: Any FSEOG emergency funds that schools received were to be awarded only to assist students who suffered financial harm as a result of Hurricane Dennis or Hurricane Floyd.

Q: In which award year could I expend these funds?

A: These funds were part of your 1999-2000 FSEOG award, and could be fully carried over and expended in the 2000-2001 award year (by June 30, 2001).

Q: How do I report the amount of any unexpended emergency FSEOG hurricane relief funds that my school received?

A: You must report to ED the amount of emergency FSEOG funds that were unspent by the end of the 2000-2001 award year (June 30, 2001). In order to distinguish these unspent emergency funds from the unspent regular FSEOG allocation for both 1999-2000 and 2000-2001, we need you to report the unspent emergency funds on the 1999-2000 FSEOG expenditure report. To report and show the FSEOG emergency funds as unexpended, you will need to fax a revised Fiscal Operations Report and Application to Participate (FISAP) FSEOG expenditure report for 1999-2000. Please send your fax to Rich Bennett at 202-205-1919 on or before October 1, 2001. You should reduce the amount you carried forward by the amount of unexpended FSEOG emergency funds and include an explanation that this revised FISAP is a result of unexpended FSEOG emergency hurricane funds. Your 1999-2000 FSEOG award will then be reduced by this unexpended amount.
