DCLPublicationDate: 9/1/2000 The Campus-Based (CB) Supplemental awards have been distributed! How were institutions notified that they received a supplemental award? On September 12th, the Department of Education transmitted an Electronic Statement of Account (ESOA) file to the Student Aid Internet Gateway (formerly TIVWAN) mailboxes of ALL schools that received a 2000-20001 supplemental award. The message class for the ESOA file is FAWD01OP. What should my institution do with the ESOA file (FAWD01OP)? The ESOA file is in text format and can be opened using any text editor (NotePad, WordPad, WordPerfect, Word, etc). In most text editors, choose "File", "Open", select the file directory (c:and search for "All files." The ESOA file can then be viewed and printed for your records. How were the funds distributed? The criteria for the distribution of supplemental funds has been established in accordance with the authority contained in the Higher Education Act of 1965, as amended, Sections 462 (j), 442 (e), and 413D (e). In addition, a minimum supplemental allocation of $1,000 has been set for each program; therefore, if you find that your institution meets one or more of the conditions below and you are not receiving a supplemental allocation for that program, the calculated amount was less than $1,000 for your institution. The supplemental Federal Perkins Loan funds have been awarded to institutions in the following manner: 1. Reallocate 80% of the funds available to eligible institutions with a 1999-2000 base year guarantee that meet the following criteria: requested a Federal Perkins Loan Program FCC for the 2000-2001 award year; advanced funds to students in the 1999-2000 award year; did not receive a 2000-2001 conditional guarantee; and have a cohort default rate below 25%. 2. Reallocate the remaining 20% of the funds available to all institutions with a 2000-2001 fair share shortfall that meet the following criteria: requested a Federal Perkins Loan Program FCC for the 2000-2001 award year; and have a cohort default rate below 25%. The supplemental FSEOG funds have been awarded to institutions in the following manner: 1. Reallocate 100% of the funds available to all institutions with a 2000-2001 fair share shortfall. The supplemental FWS funds have been awarded to institutions in the following manner: 1. Reallocate 100% of the funds available to all institutions with a 2000-2001 fair share shortfall that meet the following criteria: indicated that they have spent at least 10% of their total 1999-2000 allocations to compensate students employed in community service jobs on line 4 of the Reallocation Form (E40-4P); and requested a supplemental 2000-2001 FWS allocation on line 5 of the Reallocation Form (E40-4P) to compensate students employed in community service jobs. The Department will verify that your institution did spend at least 10% of your total 1999-2000 allocation to compensate students employed in community service jobs when we receive your Fiscal Operations report on or about October 1, 2000. If your institution has received supplemental FWS funds based on the above criteria, and your institution is not entitled to these supplemental funds, they will be deobligated. Will there be any additional funds available for 2000-2001? We do not anticipate that additional funds will become available for 2000-2001, so we ask that you do not submit requests for additional supplemental funds.
