Dear State Partner: We are forwarding with this letter the award year 2000-2001 Application to Participate in the LEAP and SLEAP Programs (Enclosures A and B). In accordance with the Notice of Application Closing Date for State Applications published in the Federal Register on March 23, 2000 (Enclosure C), you should submit the completed applications to the following address not later than May 15, 2000:

(3) Lobbying Certification
We are providing the tentative award year 2000-2001 allotment tables (Enclosure E) for your use in completing your applications.
