SUMMARY:Changes in the 2001-2002 FISAP for the Federal Perkins Loan, Federal Supplemental Educational Opportunity Grant (FSEOG), and Federal Work-Study (FWS) Programs.

Dear Partner: We are planning to make certain data collection changes to the Fiscal Operations Report for 1999-2000 and Application to Participate for 2001-2002 (FISAP). These changes include statutory/regulatory updates and suggestions from institutions that participated in our focus groups and conferences. Although these proposed changes still require Office of Management and Budget (OMB) approval, we are advising you of them in advance of the FISAP distribution in July so you may plan accordingly.
Please review the following 2001-2002 FISAP award year changes and compare them with the 2000-2001 FISAP to ensure that your institution can accommodate the proposed new data collection requirements.
Part I - Identifying Information, Certifications and Warning
Section B
The separate field for the Chief Fiscal Officer signature (field 8) is eliminated. Field 6 now allows either the Chief Fiscal Officer or the Executive Officer to sign the application. An e-mail address is also requested for this field.
Part II - Application to Participate
Section B
The old Section B, which was reserved for future use, is being used for institutions to request Federal Perkins Loan Program Liquidation.
Section C
The field for the Title III waiver application was inadvertently omitted. Title III institutions will be contacted individually to determine if they wish to receive this waiver for the 2001-2002 award year.
Section D
The field for the projected number of undergraduate and graduate/professional students for 2001-2002 is eliminated.
For institutions with a non-traditional calendar that had 1999-2000 enrollment, the month by month grid (old fields 13 - 25 (a) and (b)) is modified. Only Fields 9 (continuing students and new starts from July 1, 1999) and 10 (continuing students and new starts total student months) are on the FISAP. However, the month by month grid is provided in a table format on the FISAP software so that institutions can calculate their non-traditional calendar student totals.
Sections F
The old Column C for less than full-time students is eliminated, and Column D, E, and F are re-labeled C, D, and E respectively. A new Section F now requests information on eligible aid applicants.
Part III - Federal Perkins Loan Program Report
Section A
The wording for the loan principal canceled (fields 8-17) and cost of loan principal and interest canceled (fields 27-36) is condensed for easier reading.
Section B
Field 8 requesting the name and address of billing agents is eliminated.
Part IV - Federal Supplemental Educational Opportunity Grant Program
Section B
Three new fields are added to the FSEOG portion of the FISAP: field 6 (1998-1999 funds carried forward and spent in 1999-2000), field 8 (1999-2000 funds carried back to be spent in 1998-1999) and field 9 (additional 1999-2000 funds carried back and spent for 1999 summer enrollment). These additional fields are included in accordance with the Higher Education Amendments of 1998.
Section F
Institutions are not required to report FSEOG prior year recoveries.
Part V - Federal Work-Study Program
Section F
Section F is removed because institutions are not required to report FWS prior year recoveries on the new FISAP. Sections G, H, and I are re-labeled Sections F, G, and H respectively.
A new Section I is included for reporting information about FWS mathematics tutors of children. Fields 29 (number of students employed as FWS mathematics tutors of children), 30 (Federal share of earned compensation for FWS mathematics tutors of children), and 31 (total earned compensation for FWS mathematics tutors of children) are added in accordance with a new regulatory provision. The new Section H is the old Section I, which was revised to collect information on family literacy activities, not limited to just reading tutoring, in accordance with the Higher Education Amendments of 1998.
Part VI - Program Summary
Section A & B
No changes.
