Dear Guaranty Agency Director: We have learned that the Federal Emergency Management Agency has expanded its list of counties in Iowa that are covered under the major disaster declaration issued for Iowa because of severe storms, tornadoes, and flooding that began June 13. Our most recent notice to you about the severe weather in Iowa was "Disaster Letter 98-67," dated August 3. Guaranty agencies and lenders are authorized to use the Departments disaster-related forbearance policies explained in that letter to assist FFEL borrowers who are residents of the following counties (new counties underlined): Adair, Allamakee, Appanoose, Audubon, Benton, Black Hawk, Boone, Buchanan, Buena Vista, Butler, Calhoun, Carroll, Cass, Cerro Gordo, Chickasaw, Clarke, Clay, Clinton, Crawford, Dallas, Davis, Delaware, Des Moines, Dickinson, Fayette, Floyd, Fremont, Grundy, Guthrie, Hamilton, Hancock, Hardin, Harrison, Howard, Iowa, Jasper, Jefferson, Johnson, Keoduk, Lee, Linn, Louisa, Madison, Mahaska, Marion, Marshall, Mills, Monona, Montgomery, Muscatine, Osecola, Page, Palo Alto, Pocahontas, Polk, Pottawattamie, Poweshiek, Ringgold, Sac, Shelby, Story, Tama, Taylor, Wapello, Warren, Washington, and Winneshiek. Lenders and guaranty agencies may contact the Department's toll-free number at 1-800-433-7327, Monday through Friday from 9:00 a.m. to 5:00 p.m. EST for further updates. This letter has also been sent to each regional office of the Department, plus the National Council of Higher Education Loan Programs, Inc., the Consumer Bankers Association, the National Association of Student Financial Aid Administrators, and the Student Loan Servicing Alliance.
