January 1998 CB-98-2 SUMMARY: Changes in the 1999-2000 FISAP for the Federal Perkins Loan, Federal Supplemental Educational Opportunity Grant (FSEOG), and Federal Work- Study (FWS) Programs. REFERENCE: The Student Financial Aid Handbook, Chapters 5, 6, 7 and 8. Dear Financial Aid Administrator: We are planning to make certain data collection changes to the 1997-98 Fiscal Operations Report/1999-2000 Application to Participate (FISAP). Even though these proposed changes are still subject to the approval of the Office of Management and Budget (OMB), we are advising you of them well in advance of the distribution of the Electronic FISAP materials in July. Enclosed is a copy of the requirements for your planning purposes. Please review the following 1999-2000 Award Year changes and compare them to the 1998-99 Award Year FISAP to ensure that your institution is completely updated on the proposed new data collection requirements. SPECIAL NOTICE: Beginning with the 1999-2000 Award Year, institutions will be required to submit their FISAP to the Campus- Based contractor via the Department of Education's Title IV Wide Area Network (TIVWAN). Institutions will use the Edconnect software to send their FISAP information through TIVWAN to the Campus-Based contractor. The data will be processed and returned to the school's electronic mailbox. You must submit your FISAP data via the Title IV WAN in order to place your files in the Campus-Based contractor's electronic mailbox. Box 30 Iowa City, IA 52244 or Telephone: 1-800-615-1189 PART I - IDENTIFYING INFORMATION, CERTIFICATIONS AND WARNING No changes. PART II - APPLICATION TO PARTICIPATE SECTIONS A,B, C & D No changes. SECTION E Beginning with the 1999-2000 award year, a new Section E will allow institutions that will return more than 10 percent of their Federal Perkins Loan, FSEOG, or FWS allocation to request a waiver of the penalty for the under use of funds. The additional information screen will provide space for institutions to submit written explanation of the circumstances that caused the under use of funds. Sections E, F, & G of the 1997-98 FISAP have now been changed to accommodate the new Section E. The new Sections are designated as F,G, & H. Note that there are line item number changes in Part II from lines 8 to 43. PART III - FEDERAL PERKINS LOAN PROGRAM REPORT SECTIONS A Line 6, has been changed to include all loans assigned to ED rather than only the defaulted loans that were previously reported. Line 36 also reflects the change to all assigned loans. SECTION B No changes. SECTION C A new Line 1.2 in column A, has been added so that institutions may report the dollar amount of the purchased loans that have been report in line 1.1 as fully retired. Line 2 has been changed to include all borrowers loans that were assigned to ED as of June 30, 1998 rather than only the defaulted loans that were previously reported. PART IV - FEDERAL SUPPLEMENTAL EDUCATIONAL OPPORTUNITY GRANT PROGRAM SECTIONS A, B, C, D, & E No changes. SECTION F A line has been provided for institutions to indicate the award year if reported recoveries are from one award year only. Institutions with recoveries for more than one award year, will need to report those award years separately to ED as instructed in the FISAP Instructions Booklet. PART V - FEDERAL WORK-STUDY PROGRAM SECTIONS A, B, C, D, & E No changes. SECTION F A line has been provided for institutions to indicate the award year if reported recoveries are from one award year only. Institutions with recoveries for more than one award year, will need to report those award years separately to ED as instructed in the FISAP Instructions Booklet. SECTIONS G & H No changes. SECTION I A new Section I, has been included to collect information on FWS reading tutors of children. On line 27 institutions will report the number of students employed as FWS reading tutors of children. Line 28 requires the federal share of earned compensation for FWS reading tutors of children. Line 29 requires the total earned compensation for FWS reading tutors of children. PART VI - PROGRAM SUMMARY SECTION A & B No changes.
