Introduction
This volume provides guidance on how to request, disburse, manage, and report on the use of Title IV funds.
Here we provide a summary of changes and clarifications. However, the introduction does not provide complete guidance on these changes. For that, refer to the text in the chapters cited, the Code of Federal Regulations (CFR), and the Higher Education Act (HEA).

Updates for 2026–2027
In Chapter 1 under “A School’s Fiduciary Responsibility,” we added information on school responsibilities and fraud.
In Chapter 2, we changed “Using Title IV Funds to Pay Overtime Charges is Prohibited” to “Unallowable Uses of Title IV Funds” and expanded this section with more information.
Appendix A of this volume has been moved to the Handbook Appendices and re-lettered as Appendix G.
Appendix B of this volume has been redesignated as Chapter 7 of this volume.
