The Campus-Based Programs

Introduction

The Campus-Based Programs include the Federal Work-Study Program (FWS), the Federal Supplemental Educational Grant Program (FSEOG), and the Federal Perkins Loan Program (Perkins Loans). This volume provides the information that schools need to administer those programs.


Throughout the Federal Student Aid Handbook we use “college,” “school,” and “institution” interchangeably unless a more specific use is given. “You” refers to the primary audience of the Handbook: financial aid administrators at colleges. “We” indicates the U.S. Department of Education (the Department, ED), and “Federal Student Aid,” “FSA Programs,” and “Title IV aid” are synonymous terms for the financial aid offered by the Department.

We appreciate any comments that you have on Volume 6. We revise the text based on questions and feedback from the financial aid community, so please write us at fsaschoolspubs@ed.gov about how to improve the Handbook so that it is always clear and informative.

Significant Changes for 2021-22

Below, we provide a summary of the significant changes and clarifications presented in greater detail in the chapters that follow. Alone the text herein does not provide schools with the guidance needed to satisfactorily administer the Title IV HEA programs. For more complete guidance, you should refer to the text in the chapters cited, the Code of Federal Regulations (CFR), and the Higher Education Act (HEA) as amended.

Throughout Volume 6, we have amended the format and style to reduce the number of sidebars. The sidebar text has not disappeared, however; it has been incorporated into the body text of the chapter.

The Information for Financial Aid Professionals (IFAP) website has been replaced by the Knowledge Center. Hyperlinks to documents on IFAP throughout Volume 6 have been updated to links to the same documents, now hosted on the Knowledge Center.

Chapter 1

  • Added guidance on the FISAP, Part II, Application to participate

  • Added updated Electronic Announcement/DCL citations for tentative and final funding levels

  • Updated the Underuse Penalty and Waiver section with information about COVID-19 related waiver provisions and citations to the Federal Register and Electronic Announcements

  • Updated FWS transfer authority temporarily expanded section to include sunset dates and more information on reporting amounts transferred on the FISAP

  • Updated the operating hours of the COD School Relations call center

  • Updated the FWS/FSEOG nonfederal share waiver guidance

  • Updated the Title III/V guidance and hyperlink to the new OPE website

  • Added reg citations supporting Title III/V nonfederal share waiver

  • Added sunset dates for CARES Act Emergency FSEOG Grants provision

  • Added Knowledge Center hyperlink to FISAP reference materials page

Chapter 2

  • Added sunset dates and Federal Register citations for the FWS Community Service waiver

  • Added sunset dates for all provisions described in the CARES Act FWS Flexibilities graphic box

  • Added information on applying to participate in the Work-Colleges program, along with DCL/EA citations

Chapter 3

  • Updated citations for the Distribution of Assets process

  • Updated the graphic box narrative on how to navigate to the Perkins Liquidation and Assignment Guide, now hosted on the Knowledge Center

Chapter 4

  • Low-income individual discussion in graphic box updated with new dates, numbers, and Federal Register citation

  • Added new subsection under Discharging Perkins Loans with guidance on the Streamlined loan death discharge option, including regulatory and Electronic Announcement citations

Chapter 5

  • Updated citation to the latest FISAP Instruction booklet: Electronic Announcement of June 3, 2020
