Subject: Gainful Employment Electronic Announcement #85 - Alternative Earnings Survey Resources Now Available

We would like to inform the community of the availability of several resources to help institutions administer the Recent Graduates Employment and Earnings Survey (RGEES). The RGEES may be used to appeal the average earnings of graduates from programs subject to the gainful employment (GE) regulations. An institution may seek to complete this appeal process to demonstrate that its graduates’ true earnings are greater than those used in the GE Program Debt-to-Earnings (D/E) rates calculation.

The following materials are now available in the "Resources" section of the Gainful Employment Information Page, to assist with the alternative earnings appeal process:

  • Alternative Earnings Survey Best Practices Guide (in English and Spanish)

  • Standards for Conducting the Recent Graduates Employment and Earnings Survey (in English and Spanish)

  • Recent Graduates Employment and Earnings Survey (in English and Spanish)

  • RGEES Platform (a Web-based survey tool)

  • RGEES Platform Technical Guide

  • Nonresponse Bias Analysis (NRBA) Template (Excel spreadsheet)

Detailed information about each of these resources is included in the Alternative Earnings Survey Best Practices Guide.

Note: If your institution plans to use the RGEES Platform, refer to the RGEES Platform Technical Guide for important information about downloading, installing, and configuring the Web-based platform.
